The committee was already active at the start of 1919 when it requested an area from the state railways to make the piazza for the monument. The work was inaugurated in the same year, as attested by the monument's epigraph, which captures the immediate post-war climate, with its still strong condemnation of the more raw and mournful aspects of the "horrendous war", in contrast with the fascist exaltation that was to later eliminate any trace of criticism.
